Who Is He? (formerly known as Saw You Last Night) is a formerly unidentified soul and funk song by South African singer Percy Kay (real name Percy Kheswa), relased in 1987 as the fourth track on the EP Phehla.

The song was posted to YouTube on November 27th, 2023, by user Ibrahim k-h in a Lyon Funk mix, playing a minute in. None of the songs in the video were credited, but some of them were Shazamable, excluding this one.
On July 19th, 2025, user Q reuploaded the song to YouTube. Only a few hours later, was identified by Discord users Mystic65 and Nel as Who Is He? by Percy Kay after running the song through Werzatsong.

Percy Kay (real name Percy Kheswa) was a soul and boogie musician from Pretoria (which is the Netherlands part of South Africa).
In 1986, he released his first and only single, Come Down / Pretty Face, with two songs.
