Between 1996 and 2017, OP found the song on an old home made audio cassette. OP recognized the other songs on the tape from that year (1996.)[1]
On 9 February 2018, OP posted the first snippet, which was 30 seconds long, with the title being "Pop - English." In the description, they stated that the song could be from "around 1996".[1] They provided a longer snippet but it was deleted

Presumed lyrics[]
[Verse 1]
Give me some drink and I'll slip you the word
You think you’re so hip
I think your absurd
Remember we were young before
[Verse 2]
All that stuff won't mean so much
You've already heard what’s coming too soon
Remembering things like before
[Chorus]
(And I know)
That the hours and the times agree
We might be
Such good friends
In the end
You're laughing through all the pain
It's ok
We all laugh
The same way
[Verse 3]
27 you're dead again
You've been through it all but your insane
Almost the same as before
[Verse 1]
So give me some drink and I'll slip you the word
You think you're so hip
I think you're absurd
Remember we were young before
[Chorus]
(And I know)
That the hours and the times agree
We might be
Such good friends
In the end
You’re laughing through all the pain
It’s ok
We all laugh
The same way
[Instrumental]
[Chorus]
The hours and the times agree
We might be
Such good friends
In the end
You're laughing through all the pain
It’s ok
We all laugh
The same way
