The song was posted to YouTube on January 30th, 2021, by user *** Klausader ***. They didn’t provide any information about the song, but they said it might’ve been made by Metallica.
In the comments, user Privateerus 1977 said the song was recorded around 1991, and the band visited the USSR, playing it on the Soviet TV show The Morning Post.[1]
