On February 4th, 2023, the song was identified by YouTube user Dani as Empire by Beast. On February 7th, higher quality audio of the song was posted.

Beast was a short lived alternative/punk rock band from Oxfordshire, UK
The band consisted of Nick (vocals), Henry (bass), Rachel (keyboards), Simon (drums), and Alan (guitar)
In 1980, they released their only single, Empire with 2 songs

Shortly after, they disbanded, and none of the former members seem to be active today.
